수원교구 곽진상 제르마노 주교 서품식 축사
(2026년 2월 11일, 수원교구 정자동 주교좌 성당)
오늘 주님께서 한없는 사랑으로 새로운 사도들의 후계자를 수원교구에 보내 주셔서 정말 마음이 벅차오릅니다. 주교는 가르치고 거룩하게 하며 다스리는 삼중 직무를 통해서 주님의 백성 한가운데에 늘 함께하시는 영원한 대사제이신 그리스도를 성사적으로 드러냅니다. 교황 권고 「양 떼의 목자」(Pastores Gregis)가 강조하듯이 참으로 주교는 “세상의 희망을 위하여 예수 그리스도의 복음을 선포하는 종”으로 살아갑니다.
오늘의 감격이 더욱 큰 이유는, 곽진상 제르마노 주교님께서 바로 이 땅에서 나고 자란 우리의 형제이기 때문입니다. 주교님께서는 이곳에서 태어나 자라셨고, 같은 교회에서 성사를 받고 하느님의 자녀가 되셨으며, 부제와 사제로서도 변함없이 봉사하셨습니다. 그리고 오늘, 이 자리에서 사도들의 후계자로 서품을 받으셨습니다.
주교님의 성장을 지켜본 많은 교우가 이 복된 순간을 함께하고자 모였습니다. 이제부터 그들은 주교님을 아버지이자 목자로 모시게 됩니다. 그리고 제르마노 주교님께서는 수원교구장 이용훈 마티아 주교님과 깊은 일치를 이루시고, 보좌 주교 문희종 요한 세례자 주교님과도 형제처럼 협력하여 사도직의 무게와 기쁨을 함께 나누시게 될 것입니다. 또 베드로의 후계자이신 교황님과도 온전히 친교를 이루시고, 교구의 사제, 수도자, 평신도의 너그러운 협력 속에서 순례하는 수원교구를 위하여 헌신하실 것입니다.
사랑하는 수원교구 사제, 수도자, 평신도 여러분! 여러분은 하느님 포도밭의 일꾼이십니다. 여러분 신앙의 첫 열매인 순교자들의 피가 이 땅에 친교와 평화와 화해라는 씨앗을 틔웠습니다. 오늘 이 자리에 함께한 여러분은, 언제나 교황님과 뜻을 함께하며 목자들과 일치한 한국 가톨릭 공동체의 힘찬 모습을 보여 줍니다.
제르마노 주교님께서는 풍부한 영적 사목적 경험으로 여러분을 하느님의 집이 되게 하시고자 이 자리에 오셨습니다. 주님께서는 섬김을 받으러 오신 것이 아니라, 섬기러 오셨다는 사실을 주교님의 삶으로 보여 주시려고 오십니다.
무엇보다도 저는 여러분이 기도로 주교님을 힘껏 도와주시기를 부탁드립니다. 오늘날 주교의 직무는 결코 쉽지 않습니다. 그러나 사랑하는 제르마노 주교님! 아우구스티노 성인이 ‘사랑의 직무’(amoris officium)라 부른 그 사명을 다하기 위하여, 베드로 사도의 당부를 마음에 새기시기를 청합니다.
“여러분 가운데에 있는 하느님의 양 떼를 잘 치십시오. 그들을 돌보되, 억지로 하지 말고 하느님께서 원하시는 대로 자진해서 하십시오. ······ 여러분에게 맡겨진 이들을 지배하려고 하지 말고, 양 떼의 모범이 되십시오” (1베드 5,2-3).
주님께서는 복잡한 세상 한가운데에서 주교님을 불러 세우셨습니다. 주교님께서는 예수님께서 사도들에게 맡기신 사명을 이어 가고자 성령의 기름부음을 받으셨습니다.
신학적이면서 사목적인 깊이를 모두 갖추신 제르마노 주교님께서는 세상과 대화하실 준비가 되어 있으십니다. 주교님의 스승인 앙리 드 뤼박 추기경님의 발자취를 따라, 신앙이 오늘날 우리 시대의 여러 도전에 어떻게 응답할지, 또 이웃 종교와 대화에서 어떻게 더 깊이 나아갈 수 있을지 우리에게 몸소 보여 주실 것입니다.
사랑하는 곽 제르마노 주교님, 저는 교황님을 대신하여 열린 마음으로 이 새로운 부르심에 기꺼이 “예.”라고 응답하시고, 하느님 뜻에 온전히 순명하신 것에 깊이 감사드립니다. 성령께서 늘 주교님께 힘이 되시어, 주교님을 “은총과 자비와 평화”(1티모 1,2)의 지치지 않는 선교사로 세워 주시기를 기도합니다.
그러니 사랑하는 곽 주교님, 용기를 내십시오. 베드로 성인처럼 마음을 다하시며 이렇게 고백하시길 바랍니다. “스승님의 말씀대로 제가 그물을 내리겠습니다”(루카 5,5). 용기를 내십시오. 순례하는 수원교구의 교회, 특히 사제, 수도자, 그리고 평신도가 모두 함께 주교님을 위하여 기도하고 있습니다. 주교님께서 맡으신 이 귀한 사명을 성령께서 풍성한 열매로 이끌어 주시기를 간절히 바랍니다.
양 떼와 목자를 언제나 보살피시는 우리 어머니, 지극히 거룩하신 동정 성모님께 오늘 곽진상 제르마노 주교님과 그분의 직무, 그리고 수원교구의 모든 주교님을 온전히 의탁합니다. 아멘.

Congratulatory Remarks by the Apostolic Nuncio at the Episcopal Ordination of H.E. Mons. Germanus KWAK
Today, we are filled with profound joy because the Lord, in His infinite love, has granted this Church a new Successor of the Apostles. Through the threefold mission of teaching, sanctifying and governing, the Bishop makes Christ, the Eternal High Priest, present among His people. As the Apostolic Exhortation Pastores Gregis affirms, the Bishop is indeed “a servant of the Gospel of Jesus Christ, for the hope of the world.”
This joy is especially deep today because our brother, Germanus Kwak, is a true son of this land. He opened his eyes to the world here, became a child of God through the sacraments in this very Church, and served as a deacon and priest. Now, in this same place, he has been consecrated as a Successor of the Apostles.
Countless members of the Church who watched him grow are here to witness this blessed moment. From today, you will welcome him as a father and a shepherd. He will share the weight and joy of the apostolic ministry in intimate unity with the Bishop of Suwon, H.E. Matthias Iong-Hoon RI, and in fraternal cooperation with Auxiliary Bishop H.E. John Baptist Hee-Jong MOON. In full communion with the Successor of Peter, and with the generous collaboration of the clergy, religious, and faithful, he will work unceasingly for the good of God’s pilgrim people in Suwon.
Dear priests, religious men and women, and lay faithful of Suwon, you are the workers in God’s field. The blood of the martyrs, the first fruits of your faith, has made the seeds of communion, peace, and reconciliation fruitful in this land. Your presence today represents a vibrant Catholic community that has always remained close to the Pope and the Pastors of the Diocese of Suwon.
Today Bishop Germanus comes to you with rich spiritual and pastoral experience to build you up as God’s dwelling place. He comes to you in His name, not to be served, but to serve.
I ask you to support him, first and foremost, with your prayers. His task is not easy in our time. However, dear Bishop Germanus, you will fulfill the “amoris officium” (duty of love) – which St. Augustine calls the essence of episcopal ministry – if you faithfully make your own the exhortation of St. Peter:
“Tend the flock of God in your midst, [overseeing] not by constraint but willingly, as God would have it [...]. Do not lord it over those assigned to you but be examples to the flock” (1Pt 5: 2-3).
It is in the midst of this challenging world that the Lord has chosen and called you. You have been anointed by the Holy Spirit to continue the mission Jesus entrusted to His Apostles.
Armed with deep theological and pastoral wisdom, you are well-prepared to engage with the world. Following the footsteps of your teacher, Henri de Lubac, you will help us understand how faith can answer the challenges of our time and how to deepen dialogue with our neighbors.
Dear Brother Germanus, in the name of the Holy Father, I thank you for saying “Yes” to this new call with an open heart and with docility to God’s will.
May the Holy Spirit, who has been poured out upon you, be your strength, making you a tireless missionary of “grace, mercy and peace” (cf. 1 Tim 1:2).
Take heart, then, beloved brother. Like Saint Peter say again and again: “Lord, at your command I will lower the nets” (Lk 5:5). Take heart, confident that the Church – especially the pilgrim Church in Suwon, with its priests, consecrated persons, and lay faithful – will pray for you, that the Spirit may make fruitful the distinguished task to which you are called.
To the Most Holy Virgin Mary, our Mother, who never ceases to watch over her shepherds and flock, we entrust the person and ministry of the Bishops of Suwon and, in a special way today, Bishop Germanus. Amen.
